The new DOD Joint Traffic Guidance has been published and posted (see link below). It becomes effective 27 Feb 06 to allow an adjustment period for new enforcement actions not contained in the previous version. No enforcement actions on new violations should take place before then.
Among other things, AFI 31-201(I), restricts the use of cell phones while driving, to only while using a hands free device, and now allows the Air Force the use of screening breath testing devices (read portable) as long as they conform to NHTSA standards.
AR 190-5/AFI 31-218 (I) was published on the USAPA and E-Pubs 27 Feb 06.
